Uncatchable(Black Wu-Feng) (p.10)
This incarnation must be placed on a location occupied by a Buddha figurine in order for the players to exorcise it. This can be achieved by moving this incarnation onto a Buddha, or by bringing it into play on a Buddha.

Ghost placement rules (p.5)
A Black ghost must be placed on the active player’s board, if possible.

Question :
If a Buddha is in play on another players board ( not corrent player board ) and current players board has free space .

1- must place Uncatchable on current player board according to Ghost placement rules and then use Pavilion of the Heavenly Winds to move Uncatchable on Buddha figurine .
2- must place Uncatchable on Buddha figurine no matter which board it is on .
3- It's players choice to place Uncatchable on current players board or Buddha figurine .

Which is the correct interpretation ?
